Construction Director | Large-Scale Project Management & Contracting
Role Overview
Parsons is seeking an experienced Construction Director to lead and oversee large-scale construction projects from inception through completion. This senior leadership role demands a strategic thinker with deep expertise in construction management, contract administration, and multidisciplinary team coordination. The Construction Director will be responsible for ensuring that all projects are delivered on time, within budget, and to the highest quality and safety standards.
Key Responsibilities
- Direct and manage all phases of construction project execution, including planning, design coordination, procurement, construction, and handover.
- Oversee project budgets, cost control measures, and financial reporting to ensure profitability and fiscal accountability across all active projects.
- Lead multidisciplinary teams comprising project managers, engineers, subcontractors, and site supervisors to ensure seamless collaboration and delivery.
- Establish and enforce strict health, safety, and environmental (HSE) protocols in compliance with local regulations and international standards.
- Negotiate and manage contracts with clients, vendors, subcontractors, and suppliers to protect project interests and optimize resource allocation.
- Monitor project schedules, identify risks, and implement mitigation strategies to prevent delays and cost overruns.
- Serve as the primary point of contact for stakeholders, providing regular progress updates and strategic recommendations.
- Drive continuous improvement initiatives across construction processes, adopting innovative technologies and best practices in construction management.
- Ensure full compliance with building codes, zoning regulations, and permitting requirements applicable to projects in the region.
Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a closely related field. A Master's degree is preferred.
- Minimum of 15+ years of progressive experience in construction management, with at least 5 years in a senior director-level or equivalent leadership role.
- Proven track record of delivering large-scale, complex construction projects (infrastructure, commercial, or industrial) on time and within budget.
- Extensive experience with contract administration, including FIDIC, EPC, and design-build contract models.
- Strong knowledge of local building regulations, permitting processes, and construction standards in Qatar and the broader Gulf region.
- Professional certifications such as PMP, CCM, or equivalent are highly desirable.

- Quality Assurance: Thorough understanding of quality control frameworks, inspection protocols, and commissioning processes.
- Negotiation & Contract Management: Strong commercial acumen with experience in claims management, variation orders, and dispute resolution.
- Technical Proficiency: Familiarity with BIM (Building Information Modeling), construction management software, and digital project delivery tools.
