Quantity Surveyor | Infrastructure & Commercial Cost Management | Qatar
About the Role
We are seeking an experienced Quantity Surveyor to join a long-term engagement in Qatar, delivering commercial, contractual, and cost management expertise across major infrastructure projects. This role demands a detail-oriented professional capable of managing project finances from inception through completion, ensuring value engineering, risk mitigation, and contractual compliance in a fast-paced, multi-stakeholder environment.
Core Responsibilities
- Prepare and manage Bills of Quantities (BOQs), cost estimates, and tender documentation for infrastructure works including roads, utilities, and earthworks.
- Conduct detailed cost planning, value engineering, and lifecycle costing to optimize project budgets.
- Administer contracts under FIDIC, NEC, or local Qatar construction law frameworks — including variation valuation, extension of time (EOT) claims, and dispute resolution support.
- Monitor and report on project cash flow, interim payment applications, and final accounts reconciliation.
- Collaborate with project managers, design consultants, and contractors to ensure commercial alignment and cost certainty.
- Perform risk assessments and commercial audits at key project milestones.
- Support procurement strategy, including subcontractor prequalification, tender evaluation, and contract negotiation.
Required Qualifications
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
- Minimum 7 years of post-qualification experience in quantity surveying, with at least 4 years on infrastructure/heavy civil projects in the GCC (Qatar experience strongly preferred).
- Professional membership: MRICS, MQSI, or equivalent chartered status.
- Advanced proficiency in CostX, Bluebeam, Candy, or similar QS software; expert-level Excel for cost modeling.
- Deep knowledge of Qatar Construction Specifications (QCS), Ministry of Municipality (MM) standards, and Ashghal requirements.
- Fluent English (written and verbal); Arabic is a significant advantage.
Preferred Skills
- Experience with BIM-based quantity takeoff (5D BIM workflows using Revit/Navisworks).
- Track record on Ashghal, Kahramaa, or Public Works Authority (PWA) projects.
- Expertise in dispute resolution, adjudication, or arbitration support.
- Familiarity with Primavera P6 for cost-loaded programme integration.
- Previous role in a consultancy (PMC/QS firm) and contractor-side — dual perspective valued.
