Role Overview

British International for Education is seeking a dedicated Human Resources Compliance Officer to ensure our educational institutions operate within the full scope of Kuwaiti labor laws, Ministry of Education regulations, and international best practices. This pivotal role sits at the intersection of HR operations, legal compliance, and risk management across a prestigious group comprising The British School of Kuwait (BSK), The Sunshine Kindergarten (TSK), The British Academy of Sport (BAS), and The British Academy of International Studies. The successful candidate will champion a culture of compliance, safeguarding both our employees and our reputation as a leading education provider in the region.


Core Responsibilities

  • Develop, implement, and maintain comprehensive HR compliance frameworks aligned with Kuwait Labor Law (Law No. 6 of 2010 and amendments), Ministry of Social Affairs regulations, and Ministry of Education requirements for private schools.
  • Conduct regular internal audits of HR policies, employment contracts, personnel files, and payroll practices to identify gaps and mitigate legal exposure.
  • Monitor legislative changes in Kuwaiti employment law, visa regulations, and education sector mandates; advise leadership on required policy adjustments and implementation timelines.
  • Manage the end-to-end compliance lifecycle for expatriate staff: work permits, residency visas (Article 17/18), Civil ID renewals, and dependency visas, ensuring 100% documentation accuracy.
  • Oversee Kuwaitization targets and reporting obligations to the Public Authority for Manpower (PAM) and the Ministry of Education, preparing quarterly and annual submissions.
  • Design and deliver mandatory compliance training programs for HR staff, line managers, and senior leadership on topics including anti-discrimination, harassment prevention, data privacy (PDPL alignment), and disciplinary procedures.
  • Serve as the primary point of contact for government inspections, labor dispute hearings, and regulatory inquiries; prepare evidence packs and represent the organization where authorized.
  • Administer the grievance and whistleblower reporting mechanism, ensuring confidential handling, timely investigation, and resolution in accordance with internal policy and legal standards.
  • Collaborate with Finance and Payroll to validate salary structures, overtime calculations, end-of-service indemnity accruals, and leave entitlements against statutory minimums.
  • Maintain a centralized compliance calendar tracking all renewal deadlines, audit cycles, training schedules, and reporting due dates across all four campuses.

Required Qualifications

  • Bachelor’s degree in Human Resources, Law, Business Administration, or a related field; Master’s degree or professional certification (CIPD, SHRM-SCP, or equivalent) strongly preferred.
  • Minimum 5 years of progressive HR compliance experience, with at least 3 years in a multinational or multi-entity environment within Kuwait or the GCC.
  • Deep, demonstrable knowledge of Kuwait Labor Law, Private Sector Labor Law, Ministerial Decrees, and Ministry of Education regulations for private schools.
  • Proven track record managing work permit and visa processes for large expatriate workforces (200+ employees).
  • Experience liaising directly with PAM, Ministry of Social Affairs, Ministry of Interior, and Ministry of Education.
  • Fluency in English (written and spoken); Arabic proficiency is a significant advantage for regulatory communication.
  • Advanced proficiency in HRIS platforms (e.g., SAP SuccessFactors, Oracle HCM, Workday) and Microsoft Office Suite, particularly Excel for compliance reporting.
  • Strong analytical skills with the ability to interpret complex legal texts and translate them into actionable HR policies.

Preferred Skills

  • Prior experience in the education sector or regulated professional services (healthcare, finance).
  • Certification in Data Protection / GDPR / Kuwait PDPL compliance.
  • Familiarity with ISO 37301 (Compliance Management Systems) or similar frameworks.
  • Experience managing internal audit functions or coordinating with external legal counsel.
  • Project management certification (PMP, Prince2) for compliance transformation initiatives.
